This silver badge (Pärnu Kreisi Vallavanema ametiraha) was the official insignia of a volost elder or delegate representing the rural communities of the Pärnu District of the Estland Governorate. It was instituted in the early years of Alexander I’s administrative reforms following the abolition of serfdom, symbolizing the authority of local self-government and the district delegates (“delegates of Estland from the districts”).
