This medal was issued in Hungary in 1990 to commemorate Raoul Wallenberg, the Swedish diplomat who saved tens of thousands of Jews in Budapest during the final phase of World War II. Acting under Swedish diplomatic protection, Wallenberg distributed protective passports and established safe houses, preventing deportations during the Holocaust.
