This medal honors Admiral Fyodor Matveevich Apraksin (1661–1728), one of Peter the Great’s closest associates and the first Russian admiral. In 1708, during the Great Northern War, Apraksin commanded the Baltic Fleet, securing Russia’s maritime interests and contributing to the establishment of the Russian Navy as a key instrument of imperial power.
